The State Office for Roads and Transport Mecklenburg-Vorpommern is the competent plan approval authority for the construction or alteration of federal, state, district and municipality roads and urban light rail projects in Mecklenburg-Vorpommern. It also decides in matters of amendments to plans as well as exceptions to incidental provisions in existing plan approval decisions and construction permits.

At the same time, the State Office is the competent public consultation authority for the construction or alteration of federal and state roads and urban light rail projects in Mecklenburg-Vorpommern. The responsibility for public consultation in the plan approval process for motorways lies with the Federal Trunk Road Authority (FBA) and for the operating infrastructure of federal-owned railways with the Federal Railway Authority (EBA). The authority responsible for public consultation for rural district authority and municipality roads is the relevant rural district or unitary urban authority.

As the public consultation and plan approval authority, the State Office for Roads and Transport recommends all applicants inform the public of their projects in good time - if possible before submitting the application.
